Windows 11 KB5031455 fails to install, causing other issues for some users

This is the first update to enable Windows 11 Moment 4 features by default, including Windows Copilot in supported regions, preview support for items in the Start menu, ungrouping of the taskbar, and more.
Additionally, it fixes several Windows 11 bugs, including potential performance issues that lead to memory leaks. But ironically, the optional update for February 2023 will be a disaster for users trying to install the update, or even for those who have already installed it.
Many users will not install this Windows 11 update. Sometimes the installation would "run and fail, then restart and run and fail again." One user described the update installation process as "crazy" as it "takes a long time to recover after rebooting a few times."
"I'm having trouble installing this update. I tried many times and I got to 97% and then I got a message saying it didn't go well and it reversed the update. I don't know if Because I don't have enough RAM to update it or do I need to restore my laptop to factory running state and reboot to new settings. Another Windows Latest reader flagged a gaming issue after installing an optional cumulative update, noting in our review: "October's Insider Preview broke some of my games. I received a request from Epic Some of the games I got, like Fortnite and Horizon Zero Dawn, crashed and refused to launch.
It's worth noting that these game crashes are related to the recent ones affecting Windows 11 in 2023<> ; The Xbox Game Pass bug with the monthly update has nothing to do with it.
Microsoft's Feedback Center has similar reports, with one affected user stating, "Windows 2023 version 10H11 (64 for x22-based systems (KB2) -5031455 Cumulative update preview fails to install with error 0x800f0984.
