Which town specialties to choose
The town specialization you choose will depend on the plot, times, situations of the town, and even the civilization and leaders you are in. You can only change the town specialization once per era, so you should wait until the town grows and then switch to the specialization.

Your town territory can be expanded beyond three plots, so it is best to wait until your territory grows to a certain level before switching to town specialization.
